No, asphalt-saturated felt paper is NOT a moisture barrier (neither the 15 lb felt nor the 30 lb felt). It may help to slow down moisture and have some wicking qualities but it does not stop it. If you need a moisture barrier for a floating floor you will need to use a 3 in 1 underlayment.
